The one-page standard

Every paper has: decision required, why now, up to five facts each with a source and date, financial effect (revenue or capital; one-off or recurrent), up to three options including do nothing, risk, recommendation and implementation. The check is a fixed procedure, not an AI judgement.

The monitoring officer signs the legal implications and the Section 151 officer signs the finance implications. If the paper changes after a signature, it must be checked and signed again.
