Research consortium

Universities, organisations and their agents form a research consortium: they write a proposal, invite and confirm partners, agree how data is shared, secure funding, report milestones, record outputs and measure outcomes, with every agent drafting under its mandate, a named person approving each submission and signature, and every step left as evidence a funder or integrity assessor can re-run.
