A defence or government organisation, its custodians and its agents track every consignment from dispatch to delivery: who holds it at every moment, where it is and what condition it is in, what has gone wrong and how it is being recovered, with each handover confirmed by the party receiving it and every step left as evidence an assessor can re-run.
