Commissioning (adult social care, children's and housing): Pass a proposal through the business case gateway. Starts when: A proposal seeks entry to the MTFS. Steps: Submit validated financial modelling, options appraisal, quantified saving, named owner, milestones and risk triggers; Challenge panel sits; Pass, return or stop; Record the decision. Done when: No proposal enters the MTFS without a recorded panel decision and at least one proposal has been stopped or reduced.
