Set and control an agent's mandate

An agent's accountable owner grants, changes, pauses, resumes and revokes the agent's mandate: what it may do (scope), its spending and volume limits, which payees it may pay, and when the mandate expires. The owner rehearses a mandate before granting it, sees everything the agent did under it, and is notified at once when the agent acts above the owner's notification threshold. The agent can read its own current mandate at any time and can never change it. Any action outside the mandate is refused, not queued.
