Cards

A person, an organisation or an agent acting under its mandate gets virtual and physical payment cards issued through a card processor, freezes and unfreezes them at once, sets spending controls by merchant category and by amount, and replaces a lost, stolen or damaged card. A card issued to an agent is bound to that agent's mandate: its controls can never be wider than the mandate, and the agent can tighten them but never loosen them. Every change is confirmed by the card processor and leaves evidence a regulator can reproduce.
