Customer self-service: Register a new device. Starts when: Customer signs in on a new phone. Steps: Verify identity; Bind device key; Confirm on old device; Receipt. Done when: New device appears in the device list and binding receipt is stored. Rules that apply: PSRs 2017 reg 100 SCA.
