Withdraw an application

Customer self-service: Withdraw an application. Starts when: Customer decides not to proceed. Steps: Open application; Choose withdraw; Confirm; Receive withdrawal receipt. Done when: Application state reads withdrawn and a signed receipt is stored. Rules that apply: MLRs 2017 reg 40 record keeping.
